Chief Technology Officer
Bill Shoger is Founder, CTO and Systems Architect of ROI Solutions.
Bill Shoger designed, and single handedly developed and implemented the original Revolution system back in 1999 ranging from systems design to the ROI Revolution schema and the front end of the application. Today, the company is a bit bigger, with more staff, so Bill doesn’t have to do everything (even though we know he can).
In his role as Chief Technology Officer, Bill serves as the chief architect of the Revolution Online oracle database and oversees the design and implementation of the entire backend of ROI’s web-based system.
Bill has been in the computer industry for 30 years, the last fifteen working exclusively with non-profits. In 1990, he joined the non-profit Council for Advancement and Support of Education (CASE). His main tasks were setting up computer operations procedures and processes to integrate their Fundraising, Major Donor, Alumni, Conferences and Accounting software packages. At the time, CASE had lost most of their essential personnel and Bill worked endlessly with all departments to keep their systems and organization functioning. He joined General Systems Corporation in 1992 and there he helped develop, design, implement and manage their WinFunds fundraising package which is still in use today. He was one of the first programmers to develop true householding techniques in a relational database. This resulted in one of the first commercially available client-server applications (developed for the Human Rights Campaign back in 1994). Bill also provided account management for most of their major clients, including Human Rights Campaign and Gay Men's Health Crisis (GMHC).
Bill is fluent in systems networking, communication protocols, and operating systems as well as in multiple programming languages – and has been an Oracle Programmer since 1990. His years of experience working with large scale non-profit organizations allows him to be a system designer that knows and understands non-profit data requirements from both the “back-end” technology to the front end usability – a rare trait in a system designer and one that our clients benefit from immensely.
Bill developed ROI’s cutting edge conversion processes and implementation approaches that many competitors now try to mimic. He has also developed our extensive array of automated processes for all ROI clients and has set up the systems infrastructure for secure gift processing under PCI-DSS regulations – that help to save our clients hundreds of thousands of dollars yearly. Under Bill’s direction, ROI Solutions processes millions in credit card transactions each month, flawlessly.
As a Founder of ROI Solutions, Bill has been with the company from day one and has played every role a founder can play in the Company’s – and our client’s success. Bill’s rapid development and design techniques are legendary in the non-profit industry – from being on time and accurate to helping solve our client’s day to day needs.
Bill lives in the DC area with his wife and dog, Gizmo and if he ever has any spare time, hopes to take up golfing again in between rides on his Harley on the back roads of West Virginia.
